Proposed change to Jira header

So, the problem with the current Jira header logo image, is that it's way too tall.

This wastes valuable pixels at the top of the browser that could be used for something useful, like navigating issues.

I propose to replace it with a much shorter header, allowing the Jira rendered pages to get to the meet of the matter sooner, rather than making the first user action on every page render that of scrolling down to the goods.
