uPortal 3 Subversion Configuration

In the interest of consistency, we may want to provide a sample configuration file for Subversion. I've attached the configuration Yale currently uses, which is a modified version of the Sakai subversion configuration file.

### Copy this file to ~/.subversion/config (Unix) or "%APPDATA% \Subversion\config" (Windows)
