The proposal is to change the document hierarchy of the integrated layout in memory to include a node between root and tab folders. The new node will have a type='fragment' or type='user' depending on whether the elements below were merged in from a DLM fragment or from the user's PLF.
The purpose is for the new node to be available to carry information about the fragment through the rendering pipeline.
