By default, deployPortletApp depends only on compile but references <arg value="${deploy.home}/.."/>. Therefore, if you simply run the deployPortletApp target without deploy you will get java.io.FileNotFoundException errors.
In some cases, it doesn't make sense to deploy the whole framework when you just want to deploy the portlet.
