This will affect 3.0 as well, though I'm changing the priority to major instead of critical as this can be resolved administratively if it is acknowledged that un-removable and and un-movable channels shouldn't go in the right most column.

Eric, it's not only the right most column, it's any column except left most (what we had was a 3 col layout with unmovable channels in the middle column, and then changed the number of cols to 1).
