The old structure was creating a roundrobin keeping the portlets from being installed correctly!
It could be just me being lame and that the whole "world" is being destroyed because of this, but it worked! So, please try to recreate the issue before changing anything! :)

"ant initportal" fails on Portlets install!
The fix was to edit build.xml:
On line #1251
OLD: <arg value="../${deploy.home}/.."/>
NEW: <arg value="${deploy.home}"/>"
