In portal.properties if you turn set the property org.jasig.portal.ChannelManager.use_anchors=false then the web page should always display at the top of the page on each new page request. However, if you click on the 'edit' or 'minimize' control (minimize only if ajax prefs are off) then the next page to be displayed will 'anchor' to that channel.

This property should cause the edit and minimize (and any other channel chrome controls) to 'anchor' or not, based on the value of the property.
