Verify cos.jar dependency license compliance. Verify / add license declaration. This issue spun out from UP-600.

cos dependency acknowledged as of uPortal 2.5.0. Use and redistribution of cos.jar not a problem for uPortal as a free and opensource project, but it is a problem for anyone building a commercial product on uPortal, as the license terms require that each developer on the commercial project own a copy of the O'Reilly book in its latest edition. uPortal should refactor away from this library and onto something with a more friendly license.
