There should be a way to use this bookmark portlet along the lines of a locked-down managed DLM fragment wherein the administrator publishes a bookmarks portlet that for most users is read-only but for some users is administerable. For instance, the athletics bookmarks portlet might provide links to athletics sites at an institution, and might be administerable by athletics department administrators but from an end user perspective would be centrally managed content to be subscribed to. End users could still export the tree state at any given time, e.g. to import into firefox, but would not be able to modify the tree. However, they would maintain local preferences about which nodes are open and closed.
This would allow this portlet to fill the niche of CMenu and also would address the use case of the custom DLM-fragment-owner-aware-bookmarks-channel.
