The end user should be able to compose a "custom" sort order that is his or her arbitrary ordering of folders. This might not be a sorting by name or date or anything systematic and might instead just be a user preference of having the wiki folder first and then the "hot Jira issues" folder next and then a "pictures of my kids" folder or whatever arbitrary folders and ordering the user prefers.
